Story was a bit of a step down from the original imo but the gameplay was a big step up that makes it an overall improvement.

Fun open world, it expands greatly on the hacking mechanics from the first game and makes it more rewarding to play passively as such.
Marcus isn’t a bad character but leans towards being a bit bland. There’s a reason he isn’t the character from 2 to become DLC in Legion.
Story is serviceable but a little goofy, the stakes go from trolling Hollywood to corporate espionage really suddenly.
Very fun game overall though. I have lost count of time I’ve spent calling gangs and the cops on each other over and over.
Open world is the best aspect of this game. So gorgeous and diverse, not a single other game in the whole industry matches its feeling of life. Otherwise, the game is fun, with a story that satisfies.
