One day Pac-Man got tired of the Ghosts and decided to grow a punching arm. This flips the Pac-Man power dynamic on its head by making you chase after the thieves in the maze trying to steal your treasure. I think it's missing at least one more game element to make it interesting or challenging. I think the developers were worried about making you too weak against 4 CPUs, but it would have been more engaging if you had to chase down a power up before being able to kill the thieves, or barring that, at least have to pick up to bags of money and take them back to your stash rather than them automatically resetting. Pretty sure they also straight up lifted some sound effects from Pac-Man.
