I think the closest game on the market right now is Sniper Series. You move around, hide, find a target, aim and shoot. Sniper simulator.
Or you can go with "Duke Nukem" mode.
The most interesting thing about this game is that the first part was a voxel-based game. It's a computer graphics technology that slowly comes back to the stage, mostly indie. Just google it.
