It's Freedom Force 2. It doesn't do much to expand the game in terms of gameplay, but it's still more of what I loved about Freedom Force 1. Cheesy 60's and 70's comic book goodness with solid combat. I remember I was disappointed with the pacing in this one, it felt a lot shorter compared to Freedom Force 1, and there was a lot less variety in terms of locations and concepts, so I feel like its a bit of a let down in comparison, but it's still a good time, and if it sounds like it'd be up your alley, I recommend it.
