A port of Guerrilla War
It is a 2D top-down shooter taking place on an unnamed Caribbean island which shape reminds of Cuba. There are two heroes fighting against enemies in various environments (jungle, city, marsh, bridge, etc.) and their goal is to dethrone an evil dictator. It is a port of an Arcade game in which the island was Cuba indeed while the two heroes were Fidel Castro and Che Guevara. The evil dictator was Fulgencio Batista.

SNK displaying some top notch arcade action on nes. Every mistake that the micronix developed nes ports of Ikari Warriors is gone and what you're left with is a pretty tight top down run and gun with good power ups. Creative enemy placement and pretty good graphics for a 1989 nes game make this stand out in a crowded genre. Very generous unlimited continues also help.
Oh and you get to play as Che Guevara and Fidel Castro who murder loyalists of the Batista regime as well as the dictator himself so that's pretty cool (anyone else weirded out that che is player 1 instead of Fidel)
