When you hear the phrase Walking Simulator think of this game. This is literally a walking simulator. Normally I don't enjoy those, but I can give some slack when it comes to horror games.
Horror in gaming is tricky. You can have a scary boss that you have to fight, but every time you lose and have to fight him again it becomes less scary. It's like watching a scary scene in a movie on repeat.
What I mean is that it makes sense in horror games to approach a more walking simulator style where you see stuff once.
Having said that you can still add a bit more to it. Layers of Fear doesn't. It's mostly an interactive experience similar to a ghost house tour. All you do besides walking is open doors and watch scary things happening in front you, then turn around and watch scary things happening behind you. The biggest problem? It ain't that scary either way.
The story is... something I guess. I didn't actually understand much about it and there's no way I would read letters for exposition.
I'm sure when the game initially released was more impressive, but today feels dated.
It's not terrible. But it won't stay with you for long.

It's so damn boring. The game has one trick where you turn around and what was behind you before has changed. Nothing's scary, piles of paint are not scary, there has to be a sense of something threatening which there isn't. The story is just a guy going insane, a lazy excuse to have you walk through whatever.

The concept may be good (although quite derivative: an inner journey in which you reconstruct your character's traumas and past as you traverse the illogic and threatening spaces of his psyche). Plus, I always love phenomenologically unstable worlds (see Superliminal) and psychological horror. And yet the game is so boring, so uninteresting, so poor and repetitive in its atmospheres, so dumb in its building of suspance, so wrong in certain choices (the unexplicable tv interferences and glitch aesthetics, the random puzzles here and there, the enemies wandering around) I found it very, very hard to finish it.
