I think it's an improvement over the previous Panzer Dragoon for sure.
Panzer Dragoon II Zwei is a little longer, a little prettier, a little deeper, and a little easier than its predecessor, fixing many of its issues. Enemy projectiles are now much easier to pick out from the background, there are fewer enemies in general, and most of the time you have ample warning before attacks start being launched towards you. (That last bit starts to falter a bit near the end though.)
Sadly, you still can't move your dragon when facing sideways or backwards, and there is now a (somewhat finicky) cap on maximum spam fire rate.

Outside of gameplay improvements, the story has also deepened somewhat. It's still mostly left up to the player to guess what's going on sometimes, but there's more of a semblance of character here. The main character is a real person who comes from a real village. He's not John Desert Guy like the first game's protagonist, and you are actually given a decent reason to go out and shoot some Imperials.
The endings are also pretty intriguing. Of course, the game doesn't ever indicate that there would be multiple endings, but there are. I got the normal one, but I checked out the true ending later and it definitely feels like it's meant to be seen on a replay. It's just a little bonus for pros.
Regardless, this is really just more Panzer Dragoon. Short and sweet.
