Turn-based combat is fine. Luck based combat, is fine. Combining the two is awful. I love the lore, world, and characters of this game... but this game is 80% gameplay, and the gameplay is terrrrrrrrible. Please use a guide when you play this, otherwise your life is going to suck.

bro just tag small arms when you're making your character and you're almost set for the whole game

I did do that, followed a guide as well. Neither of those things help for the early game combat, because regardless of whether the skill is tagged or not you're going to spend 85% of the time missing your attacks, and having your skull fucked by rats and raiders. Eventually by late game my skills were so high that the game practically bent its ass over for me to fuck it, but that in itself is still a problem. There should be a consistent challenge, and difficulty shouldn't be placed in reverse order. Hey, that could just be because "haha, I'm zoomer, zoom zoom zoom," but having the start of the game be so fucking schizophrenic to go through and then having the endgame be like stepping on ants is not my definition of fun or good.

I don't know what you did wrong but by level 2-3 you should have enough points to have a pretty good chance of hitting enemies from close to mid range. I hope if you were going for a guns build, you actually used them, because if you're serious and you had problems with killing rats then I assume you were trying to punch them.

I do agree the combat is serviceable at best though, there's not much depth to it outside of keeping your distance and going for the eyeshots.
