Probably the best Tropico game overall, the main campaign gives you a good taste of the potential of the new task system but without it you'll still have a fun time, especially if you decide to do strange challenge runs. the balancing act as you go from colonial times, where all you have to worry about are royalists and revolutionaries, up to modern times, where there's 5 powers to juggle around or completely ignore while turning your island into a industrial powerhouse, a tech giant, a tourism hotspot or whatever else.
