For me, regardless of the new additions, 3000 felt really similar to 2000; as compared to the leap from the first game to 2000, 3000 only adds nice to have but smaller add-ons. Ordinances, Advisors, and slightly more control over things like taxes make the game slightly more intriguing but nothing crazy.
