Exactly! I feel it was meant to be a just Bass game, but they had to shoehorn in Megaman later to make it a better sell marketing wise. It might also be more interesting to design abilities for a new playable character than developing something new for a guy that already had numerous games. And that might be why they didn't focus on his abilities at all.
