One key aspect I look to in platforming video games is an ease of understanding the core movement mechanics. Usually, when failing at a platformer, you get a sense of what you're doing wrong. Often, in Penny's Big Breakaway, I found myself confused why I was launched into the abyss. All the charm, great art, & sound is giving it everything they have to overcome core gameplay mechanics that feel just off enough to get in the way of the player often. A skilled player who has put long hours into this game is going to make it look incredible to move through, but a new player is going to feel like they're stuck in the mud trying to grapple with why certain actions created unexpected results.
