I used to call this game "Keystone Cops" back when I played it on a compilation released on PS1 a long time ago. It may as well be the name anyway since it's clearly inspired from it.

One of the few Atari games that I recall playing that made some kind of lasting impact on me as a kid with more modern tech available to him. Look out for those airplanes, kinda hard to catch Harry Hooligan if your face gets taken off by a children's biplane. It's really no wonder the police have such a hard time catching Mr. Hooligan when he's capable of throwing multiple shoppings carts at hypersonic speeds. No telling what this menace will do if he ever decides to expand his horizons beyond simple burglary and con artistry

Would've absolutely seen myself loving this game growing up, if I had been born five years earlier and my first system was an Atari.
