I guess maybe people also count all the content released during this expansion? I know I do. Oricon, Dread Fortress & Dread Palace operations, GSF, Strongholds - a lot of interesting stuff was released between 2.0 and 3.0, even if not everything is to everyone's taste. But Makeb itself? Yeah, nothing too special, I agree.
