It's not entirely up to them. Development footage released on artists' portfolios has shown that the MKVI Supra was at least considered to be featured in the game, but either it was a placeholder from NFS 2015 or they couldn't score the license once again. Toyota has been very lenient with everyone but EA so it would be easy to say that there could be bad blood between the two.
