Partners in Time definitely has a more natural-feeling combat system than Superstar Saga and the babies are a nice addition as well. They add on a slightly more complex element to battling, but it can be gotten the hang of quickly. If this were the early 2000s, I would consider this a major pro, but with the combat and mechanics of later installments, it's nothing to ride home about. I think it's the shortest of the series, which isn't a bad thing, but it could be why some parts of the game are not as polished as others. Reused elements are pretty common and the puzzles are not that intuitive. Still, it's a decent RPG.
