It's Penny Racers (PAL) in Europe.
Fun game.

Definitely a fun game to play so far, although a bit unforgiving for newcomers. Still, that's why you have freedom to play and re-play it.
I might raise the rating later if I play it more, but am still a bit salty over spending all my money on an engine at the start.

This game on PS2 is called Choro-Q HG in Japan, Gadget Racers in North America, and Penny Racers in Europe. I believe this is not the correct version here. There was a different box art for each region and none of them fit this one shown. I believe the GCN version is a different game entirely.
As for the game itself, it's just okay and very cheap looking on some menus. Also, the rubberbanding is very egregious.
