The game is a quick and dirty battle (or a longer campaign mode that is a series of battles fought over a dynamic strategic map) between two generals, "General Chaos" and "General Havoc". The objective of the game is to capture the enemy's capital city. Each player has to pick one of 4 teams, 3 of which have 5 soldiers (with differing selections weapons), while one has 2 "commandos" and uses a different control system giving greater control.

This is a summer vacation classic for me. A co-op or competitive vaguely strategic action tactics game, where you mainly moved one of five people and pointed them near enemies and just let them auto fire over and over. I don't think I've ever seen anything quite like it, and as that becomes a rarer and rarer thing to feel as time moves on, I'm more than happy to return to this bizarre and barely functional thing.
This is a very fun and short game to play in bursts, I'm actually surprised how well it holds up. Though obviously it's a bit held back by the inherent jankiness of trying to shove an RTS into a 16-bit console.
