I can't tell for sure what happened between Outlast (which I quite enjoyed) and Outlast 2 (which... well, you can tell by the half star). Maybe I got more familiar with horror, and thus things no longer scare me as easily? Maybe the game is just really bad? What I do know is that I felt nothing with this game. I wasn't scared, I wasn't entertained. Throughout the whole affair, my mind was numb with boredom.
