This was the most disappointing experience of my life 5 years ago on its release day... That being said there is much worse you could play but it just feels like a waste of time with little to no focus on what it actually wants to be. The introduction of building mechanics, city management, excessive modding on armor and weapons yet with a lackluster main story some decent sidequests and companions. There's nothing you can get out of this that you can't get with any other game that doesn't try to do everything. Even the DLCs don't make this game worth it. Just boot up Fallout NV or the classics 1 and 2 if you're fine with an isometric RPG and even 3's better.
