It's just Mega Man with the Darkwing Duck license splashed over it, but it really says a lot about how incredible Capcom was as a game developer in the early 90's when even a shorter Mega Man where you can't earn boss abilities and there's only three extra power-ups still ends up being a blast to play. The ability to grab onto platforms and hooks also gives this game a sense of movement that's different enough from Mega Man that it doesn't always feel like a Mega Man ROM hack when you're playing it. It's only most of the time, and I'm totally fine with that because Mega Man is a good game.

Also Bushroot's Stage is an underrated NES banger.
