It's a good game. But it's just breath of the wild part 2. All the issues BOTW had, TOTK has them too. Shrines all look the same. No real dungeons. Weapons break often. Combat is identical. I feel like I've already played this game.
For the new stuff, I don't really like all the building stuff. The sky islands feel tacked on, not really a big part of the game.
I played around 29 hours, Beat the Wind and Fire temple and stopped during the Water temple. I didn't explore very much, only upgraded my armor a couple of times and I'm getting one shot by constructs in the water temple. Not fun. I'm envious of people who can enjoy this game and call it their GOTY, but it's just not there for me.

Consider interacting with the new mechanics more. You're right that the problems from BoTW are all still there, but the new systems give you alternatives ways to solve problems which are often times more entertaining (or at least less tedious, see the ascend rune replacing wall climbing). For instance combining stuff to your weapons and especially your arrows gives you more ways to take on combat scenarios without just using the old BoTW options, or at least that's viable until the game starts amping up the enemy HP bars. I'm with you that it's not GOTY, but I had much more fun with the game once I started deliberately experimenting with stuff instead of going for what used to be my go-to approaches.
