The definition of a '7/10 belter'.

Flawed, awkward, massively outstays its welcome but there's some solid gold in here. Despite the bland missions and forgettable plot, late game grappling hook + dropkick action is so much fun and the first person melee combat is really satisfying. Everything feels so CRUNCHY.

It is a game that is at its best when the shackles finally come off but it suffers a bit from mid-2010s 'everything has to have a skill tree' syndrome so it takes a while for you to get to the point where traversal and combat becomes all it can be. It is undeniably good fun once it does.
