The thing that stopped me from loving Citizen Sleeper is the prose. It's often so dry and uninteresting to read, little room for interpretation is left, The dialogue itself is so narrowly written, few characters really let their personalities shine through, etc.
But it does a great job of showing you how different people and communities find ways to cope and reestablish themselves in such an inhumane environment. Some can't face it and want an escape, others try to find a community where they belong, etc.
