It's kind of shit but I appreciate the commitment to it's concept no matter how annoying it is to deal with. Soundtrack is surprisingly good.

This game probably gets an extra half star just for the gimmick of a train based racing game.
That gimmick is fun for about 10 minutes, with races finishing in stations and the commentator's bizarre quips.
After that though, it's just frustrating and ugly and has nothing to offer as a video game.
