The first Touhou I'd call good, and the oldest one I cleared the extra stage of (obviously not by time out that's practically impossible). Still has some minor issues, like Bullets that can blend into backgrounds (hello Yuki and Mai), but it's leagues ahead of SoEW. If you want to play PC-98 Touhou, start here.
