This is a leftover of Resident Evil 4, with an uninspired setting, story, and gameplay. It may be cool for some people on a very basic level, but it's a very bland game experience. It's not bad, it's just empty.
I get what you mean, and I would've probably agreed with you to some extent if it only came with a single-player. But playing through it with my friend a few years ago was one of the best multiplayer experiences I've ever had. I think, as a co-op shooter it's par excellence.
