Definitely a step up in the setting, story, and soundtrack department. But its still stuck with those janky GTA3 mechanics. Shooting's still clunky, movement on foot still sucks, and there's some truly awful missions laid in here. The whole 'dying in water' mechanic is even more offensive in this game due to the setting.

San Andreas is my favorite overall, but goddamn Vice City is amazing. The soundtrack is the best in the series by far, and it captures the charm of 80's Miami really well. It's only hindered by being so short that it has a padding section where you have to grind your buisnesses to progress through the main plot near the end, and that really breaks the flow up to that point.
The bugs in this game are so massive, it's impossible not to be affected by them, the missions with airplane are incredibly painful.
Overall it's a good game, not the best in the genre as it once was due to time, it became dated due to modern games like GTA 5 and RDR2 but still is a special game and a good one to play.

Taking the original game, tweaking the mechanics, if only a little, creating a more enthralling story with extremely memorable voice acting, adding elements that were missing from the first game... This is what sequels should be like, in all ways better than the previous game without forgetting what made it so good.
