At 21 years old, R4 remains one of the best racing game of its era due to an extremely slick presentation. An incredible soundtrack, stylish UI, and beautiful graphics are complemented by a tightly tuned racer. It might be hard for people to go back to older racing games after the Forza Horizons but there will always be room in my heart for a solid arcade racer like R4. That soundtrack is to die for.
Controls are smooth as butter, soundtrack is amazing and this game's enitire aesthetic is just gorgeous.
My only real problem with this game is how you unlock cars. In order to get them all you have to win each race in the grand prix in every possible position (1st, 2nd, 3rd) not only is this tedious but why make me do worse in a race in order to unlock a car? Later RR games handled this much better, but regardless, this game is an absolute classic and the best arcade racer on PS1 by far.

The peak in aesthetics in arcade racers. Nothing hits like the buildup to Shooting Hoops, backed by one of the strongest soundtracks the PS1 has to its name. Beyond the music, this flawless techno / d'n'b mix, the presentation of this game, namely the audio-visual design of the game, culminates into this ultra slick, pristine visage of early 2000s style.
Mechanically, you're looking at drift heaven, impeccably smooth driving centered careening down straightaways and power sliding around hairpin turns, with the Grand Prix giving you this gradual growth from the easy-breezy pace of 90mph to the breakneck pace of 200mph, all through the lens of progress through heats, the games progression gates that small bit of tension to push to qualify, break through to the new batch of racetracks. Giving each race team a unique (and variable, depending on your skill) storyline gives that extra push to make you feel special about landing that first place victory.

It's really neat how the story changes depending on your difficulty and it allows for a nice feeling of progression when you go from easy to normal to hard. The stories aren't super in-depth or anything but they're surprisingly nice for what amounts to just several short conversations and an epilogue. It is a shame the tracks stay the same across difficulties though. The arcadey racing is pretty good and there's a nice sense of speed. The tracks have great atmosphere with nice visual designs despite the PS1 hardware's limitations and the soundtrack is phenomenal.

beating the Grand Prix will probably be one of the greatest achievements of my gaming life once I get good enough to beat Phantomile. everyone talks about the adrenaline rush you get from playing Doom but few games elicit the kind of stress and elation that this one does; playing in first-person, watching the road become a gray blur beneath you while "thru" thrums in the background and successfully pulling off those insane hard turns is electrifying.
