Gameplay is better than 1, definitely, but they decided its a good idea keep the same gameplay loop from hour 2 to hour 19. With no progression, no new content, no new gameplay... Nothing.
If the game was shorter, it would be decent, but this plus the inconceivable amount of bugs with the current version in PCs from nowadays makes this just annoying. Not to mention the storytelling, which you don't give a fuck about it because its implemented horribly. It has good ideas, but the way to put them in practice is, lets say, not the best.
Fortunately, they fixed that in Far Cry 3, with better storytelling, upgrades, characters you are interested in, new mechanics and different types of secondary quests.
