The last game in the Budokai Series, and it went out with a whimper. While it has better controls than 3, it lacks some advancements made in the Shin Budokai series. Its roster pales in comparison to B3 and SB2 IMO. Kid Goku and Future Gohan should've been in this one. I liked the free roam minigames.
(Shin Budokai 1 & 2 are better, play those instead)
I've tried to give this game a chance many times as a DBZ fan, but I always drop it within an hour of playing. Often gassed up as having the best combat system in the Budokai series, I for the life of me can't see how. While I like that many of the gimmicky mechanics such as Dragon Rush have been removed, they've been replaced with an even bigger problem: the fatigue gauge & burst mode. The fatigue gauge seemingly fills up on it's own, and once full completley stops you in your tracks for the opponent to go to town. Not only that, but you're constantly stopping to recharge ki in order to enter the burst mode which your opponent will constantly abuse for walling out through your attacks.
These two cracks in the wall combine to kill pretty much an momentum that the fights would otherwise have in this game. Besides the actual gameplay, you're going to find little to no content outside of a lackluster story mode filled with minigames that'll drive you nuts if not played on easy mode. In a vaccum the game is pretty bad on it's own, but it gets even worse when compared to other entries in the Budokai series. The story mode in Budokai 1 & 2 just curbstomps. Not to mention the previous minigames like: Legend of Hercule, Babidi's Spaceship, and of course the World Tournament (Dragon Arena is pretty lackluster though). And as for Budokai 3's combat, I would say if not for Dragon Rush I actually prefer it to this game as there isn't much cheesing by the opponent outside of that. All in all this game doesn't have much going for it at all and that's without comparing it to the other DBZ games. The only "saving grace" this game has being the actual combat, suffers from it's own pitfalls that really kill the experience if you don't abuse things like extra health & healing items (even then it's a real pain).

Not too bad but the amount of stuff removed from budokai 3 was not my cup of tea along with making the gameplay a bit more like the shin budokai psp games was not that great. Removing tourneys was a bad idea considering this game is a reskin of budokai 3 with a different story and some new characters
the worst budokai is always going to play better than the best budokai tenkaichi to me but like. jeez this one is hard to defend. the skill system is really weird and the story mode is a bunch of minigames which is somehow worse than budokai 3's lame story mode.
in terms of positives, transforming is a single skill for each character rather than multiple, they got rid of dragon rush, and you can play as paikuhan. that's about it

Basically Budokai 4 with some new Characters added but sadly also some got removed like Kid Goku or Supreme Kai.
Also there are no Dragon Rushes anymore but you have a new Dash Machanic.
I think the Budokai Series overall are very underrated Fighting games that take concepts from traditional 2D Fighting games and rework them to be more accessible and easy to understand for non fighting game players. Having Auto-Combos, just two Attack Buttons and a designated Special Move Button is something Street Fighter 6's modern Controlls are being praised for now in 2023 but these DBZ games did all that stuff in the mid 2000s. Speaking of SF6 the whole KI System is quite similar to the Drive System now that I think about it.

Though I firmly believe that Budokai Tenkaichi was better in regards to the amount of playable characters, scenarios, and costumes; this game has it beat when it comes to its story mode and other mechanics. The stage transitions and the fun minigames like Ten-Shin-Han using his Kikohou on Cell were the highlights of it for me.
