The more I play this, the more I love it. An elegant little game with exactly the right scope for a tactics game to make it near endlessly enjoyable. It has become my go-to game when I've got a few minutes (see: what I do during every Webex meeting I have to sit through in a work day).
Would call this a perfect game except there is something about the randomness of the first turn that drives me a little crazy. Just for instance: playing the train maps, especially on the later islands, feels almost like a crap shoot as to whether I will have any chance of saving the train. Four or five enemies and they all either target the train or post up in its path on the first turn? Oh well! This doesn't happen in the majority of instances, but it's really frustrating when it does.

The coolest parts of this game are underdeveloped, and as with most games that try to have politics but also want the player to choose between one of a few broad strokes moral positions, the politics are dumb baby nonsense. The fact that it trades in outrageous Info Wars level conspiracy theories actually improves the situation because at least it gets to be a cartoon, but then in the last act it decides the whole thing was heavy moral trial. Possibly even dumber than BioShock Infinite, but at least more fun, and with a setting that is much more my style.
As long as the storyline is carrying me along, this game is a blast. The driving is by far the most exciting in any GTA, and the city of Los Santos feels like a rich, living city, as long as I have a purpose moving me through it. It's just that something about the narrative and game structure make every moment of discontinuity feel like a great time to put the game down forever.
