It's pretty fun, but it definitely leaves a ton to be desired especially coming off the heels of Yakuza 0. The Majima Everywhere system is one of my favorite systems in a video game ever though.
The combat feels just a touch more polished, but somewhat slower than Yakuza 0. Overall I like it but I wish it gave you a reason to use the non Dragon styles a bit more.
The story is very good but not quite as gripping as Yakuza 0, it's still interesting and entertaining though.
The bosses are just kinda boring and unmemorable. Give me more bosses like Nishitani please.
The substories are not memorable either. It mostly consists of "haha im scamming you" then you beat the shit out of them and see them get recycled again for another substory.
There's also a bit less to do around Kamurocho. My favorite minigame from 0, the Disco, is gone and theres nothing really too interesting to replace it.
It's still good and I recommend playing it, but really only just for the story.
