merchants refuse to sell you a t-shirt or a barely functioning pistol but will gladly sell you rockets for the rpg that you don't have, because of the UN apparently. how does their economy even function??? extremely questionable and unrealistic balance for the sake of complexity. go play efp or vanilla anomaly instead.
