Gungrave and Katana Zero also have this vibe I feel.
Unbeatable was literally made with this vibe in mind as far as the kickstarter page stated lol

The game Majyūō (aka King of Demons) for the Super Famicom has the sort of vibe you'd get from the kind of late 80's / early 90's OVAs that would have rubbed elbows with Vampire Hunter D and Demon City Shinjuku on the Sci-Fi Channel's Anime Saturday.

Can't believe I forgot to mention Evil Zone. The whole game is basically "What if we took characters from a bunch of different anime OVAs from different genres and stuck them in a fighting game?" It even has "Next time, on Evil Zone" preview cards before each fight, each one themed after the character you're playing as. One of them even jokes that their adventures will get turned into an OVA.
If your reading this, I recomend you to add the Assault Suit Leynos/Valkien series, I genuinelly feel that those games are early-mid 90s OVAs about mech stories
