Tetsuya Mizuguchi is probably one of the most important dev in this list, being the man behind Rez. His game design philosophy based around the concept of synesthesia makes his games pretty refreshing in terms of pushing the boundaries of the medium and this particular genre as an art form.

Maybe some of them would fit, I will update the list after playing those if I feel like they do.
I was thinking of Arcaea too but then most mobile rhythm games could get on the list and it's not really what I'm aiming for here.
