You can have an all female party in Xenoblade Chronicles.
Tyranny if you play a Female Fatebinder (The game actually has more female party members than male too, its 4:2 women.) and both Pillars of Eternity games if you play as a female Watcher (Though you need the White March expansion in 1 to have a full party with canon party members instead of hirelings with the additions of Maneha and The Devil of Caroc.)
Whoops just caught it as I posted it, but to clarify with PoE1 you need one hireling to get a full team of women if you play Female Watcher without having White March. If you do than White March is mid-late game content so least can have around half of the game with a full team of named women party members.
Dragon’s Dogma should fit. Your two permanent party members are player-created, and your two supplemental members are hired (at your discretion) from a pool of characters created by other players. I ran with an all-woman party for my whole playthrough. Great list!
Trials of Mana lets you do this, as you get a choice of 3 characters each playthrough and there's 3 girls.

Able to do 70% through Lisa: The Joyful since you run a one-woman party for the rest of the game.
Since non-important party members are fully customizable in Library of Ruina, you can have a full party for the non-male led floors (History, Literature, Natural Sciences, Language, and Philosophy).
World of Horror allows a full female-led party though it's up to chance due to the randomized pronouns of the only set-in-stone recruitable party member and all other possible party members pull from a random pull (except the dogs who I believe are default to male).

Would this count for any of the pokemon games that let you play as a girl? You could easily make up a party of all female pokemon as well.
