Bowser's Fury takes place on islands surrounded by a huge body of water that you'll use Plessie to ride across a lot.

All/Most versions of Frogger have crossing a body of water part of the level.

Feeding Frenzy is a game where you literally play as a fish.

A few that I think would be good additions:

Aqua Aqua (sequel to Wetrix, puzzle block game where water plays a key role)
Beyond Blue (underwater exploration game)
Burly Men at Sea (fisherman go on seafaring adventure
Dewy's Adventure (you play as a water droplet)
Where's My Water? (older mobile game where the aim is to have water flowing to a crocodile's shower)

also I’ve kind of gone back in forth with mario 64 but thinking more deeply abt it, it houses some of the most iconic water levels in gaming so I think it works out
