Metal Gear Solid 3, sorta

Yakuza 0, 3, 4, 5, and 6 all have fishing (with 6 being interesting because it's spearfishing which I feel like you don't see often).
Torchlight 1 and 2 both do (and maybe TL3, I haven't played it so I don't know).
I'll also mention Luna's Fishing Garden but I think it might not qualify because fishing is the main hook of the game, but uses minigame mechanics and isn't really a 'simulator' of fishing. So I'll leave that one up to you.
